    I think the moral here is that we should be open to (nay, hope for) situations such as these. Yes, war is difficult, especially against human opponents. We shouldn't just declare war for no good reason. But (there's always a 'but'!), if we've got something to gain (and I do believe blowing another civ's GA is a definite gain in the long run), war is not to be avoided.

      The key isn't just whether there's an expected gain, but whether the expected gain is sufficient to outweigh the expected costs (military, reputation, trade opportunities, etc.).

        Agreed. I think you'll agree that this is very difficult to measure, however. My original idea was to involve Legoland in a small petty war early on in the game in order to blow their GA, but keep them open as partners in the future (if they would agree to it, which is where the diplomacy comes in). I must admit that I consider anything goes (almost) in the early game an acceptable policy; the middle to late game is the time very heavy alliances, etc. But, as you've pointed out, blind aggression isn't going to get us very far.
