    Well, it's not possible to agree on a set of rules more than we have already, without having knowledge of the specific situation. (That's one of the great things of Civ3, by the way).

    For example, in how many turns are we going to attack? How strong is the victim? How many units do we have already? Do we have barracks in other cities? How close are our neighbors? Are they human or AI? How much better are the tiles outside the current cultural boundary? The answers to all these questions affect the decision to build a temple, but in the end it's just a judgement call that we can't really answer right now.

    It's important to remember that the points above are just guidelines of our general philosophy. I believe we all more or less agree on our general philosophy.
