Just to put some info here that's just appeared on the Strong / Average / Weak thread on the strategy forum: the rating of units depends on their terrain modified stats: presumably that means that the raw offense value is used, but the terrain-modified defense value. This opens up the option (when railroads abound) of moving all units from plains to mountains to get a wide range of test points to determine when we move from one category to another (how many units do we have to move to mountains to get back to 'average', basically). Presumably fortification bonus also kicks in.
This would artificially lower our rating, since most of our units are on plains. Most od ND & GoWs units are going to be in cities, with significant defensive bonuses. Lego's units would mostly be in cities in the absence of a sea-wall, or on good defensive terrain.
