By the production phase of our next turn, we need to choose our course of action regarding Elipolis.
Advantages of leaving it in place:

Anything I'm missing?
My current inclination is to keep Elipolis in its present location and immediately rush a courthouse (if only so our one shield per turn can start going toward a FP prebuild sooner).
Advantages of leaving it in place:
- It will be closer to our core if we move our palace later sometime after the palace is moved there. It is also closer to Dissidentville, Inchon, Inchoff, and another city or two we'll build between Blizzard and Elipolis.
We won't need a settler for the move. Even allowing for the fact that we could get a worker disbanding Elipolis, that's a savings of one pop point and twenty shields.
It's a tile closer to Arashi, presumably giving a corruption advantage while building the FP.
It already has nine shields accumulated toward a courthouse, reducing the cost for a rush build, and two accumulated food.
Personally, I think it sounds better from the perspective of our world's history if we leave the city where it is.
Disadvantages:
- As I recall, it has some unknown amount of accumulated unhappiness from pop rushing, which might delay getting it up to full speed (especially if we add workers to boost its size in the near future). But luxuries should go a long way toward offsetting that, and we'll need our workers in the area for tile improvements for a few turns before we start pumping up the city's size.
It only has access to two hills (once we take over Vox's territory) without disbanding Inchon. Elipolis 7 would have access to three. (Note that the advantage of working a third hill would be partly offset by having to irrigate a grassland to do it, so the net advantage would be only one shield. And even for that to happen, we would need either to expand Inchon's or Elipolis 7's radius or to build a city at Inchon 9-9.)
The current location is farther from the cities we'll have in current Voxian lands.
