Since Matsunaga have at least one post Fedualism tech, decline to make peace and will instead try to capture their capital.

Considering that none of the resitors have come out of resistance in Kishiwada and their capital is nearby and has 3 tile radius influence, consider it too much of a flip risk and abandon the city to avoid giving the AI free units.

Sign twenty turn cease fire with Matsunaga for all four entry second level techs + their WM + all their gold.
Too good a deal to pass up.
No one has established any embassies with us.
Their WM is virutally ALL of Japan.
Most civs already have the entire map, so we only get 30 gold reselling it.
Over half the civs have all four second level techs. Those missing some have nothing to offer. Of note though, even are even with the Matsunaga, so this was an ideal time.
Will start deploying for attacks on Urakami who we are still at war with next turn. They are one of the civs with all four techs we lack, and so if we hurt them bad enough, we can get a lot of techs from them.
Going into anarchy. We draw a 7 turn anarchy.
Micro Manage for anarchy with lots of GPT payments. (Lots of taxmen, basically every city that's pop 2+ gets at least one.)
Make a lot of money buying everyone's world maps and reselling them. (We now have 100 gold with a -3 deficit)
