A lower level of difficulty is not quicker in a game starting with 17 AIs. The higher the level, the faster the AI trades techs with each other, speeding up the tech progress.

Slower global tech progress from lower difficulty level => we have less powerful attack units => more time needed to win.
(AI is slow to upgrade it's own units because they don't rotate obsolete units thru cities with baracks like a human)
