My votes and explanations.
Fill the army with Legions II, kill something, start building Heroic Epic while still in GA. By the time we get Legions III, there should be new Leaders available.
Leave the Oracle build alone. If it ends up being a prebuild, it's for later Emperors to decide for what exactly.
Expand towards Macedonia. The reason is simple - the Greeks have a better base for a REX than the northern barbarians, so we have to stop them (or at least try to).
We might get the islands near Roma in a peace deal with Carthage, if we burn their capital. I think it's worth a try.Seriously. Kung freaking fu.

Settle towards the Macedonians for future forward bases

use army now on Celts, or Carthage islands if necessary.
I like the Oracle but not Artemis but no reason not to have two wonder builds ongoing at this time.
Hadrians is a great wonder for this scenario.A proud member of the "Apolyton Story Writers Guild".There are many great stories at the Civ 3 stories forum, do yourself a favour and visit the forum. Lose yourself in one of many epic tales and be inspired to write yourself, as I was.

Reserach:
Switch to MT. If discovered before your term ends, then you'll need to check to see if someone has Monarchy yet. If yes, buy and continue towards Republic. Otherwise research Literature in 4 turns while waiting.
Build Queues: Stop all temple builds. Also stop all granery builds.
Wonders: Continue Building. Also start the Colossus in a coastal city and the Mussiuem in a high food surplus city with fresh water during your term if possible.
Communications : Sell!
Military: Use the force coming back from sacking Carthago if Carthage isn't willing to cede those island cities to us.
Military : Form with 3 L2s and use immedately.
Military : Send one archer out to explore the barb road running east.
Miltitary : Send one archer out to explore the barb road running north.
Settlement : Settle the river valley following east towards Maccedoia.

Literature is only a few turns, making libraries available. Switch those temples and granaries to libraries. Building libraries will make up for the lost turns and will support a high tech pace for the remainder of the game. I see most of the other senators tend to disagree, so be it.

Why not expand into both directions?

I like the idea of ransacking Carthage and offering peace for the island cities. I support not to go to war with Macedonia as long we are at war with Carthage (and the Celts). For the Celts I would like to suggest to toast them now, they could become an anoying bug once they have IW. It's good practise for our army to be build with Leg II (and other Leg II's).

Research:
Actually, in this scenerio, unless we've modifed in to greatly increase the science costs, Libaries aren't particularly imporant at all due to the 4 turn rule.
Once we are in Imperalism, we will for money and science purposes be in a GA the rest of the game. (+1 Commerce and also less corruption and no unit support costs)
Libaries are only of real use reseraching The Republic [during the non-GA turns] & Philophacy
The way this conquest has been modified it's probably not going to make much difference though, it's highly unlikely the AI will finish Monarchy without a GA by the time our next tech completes. And if it wasn't I was proposing reseraching Lit in 4 turns to give the AI more time to reach Monarchy.
Expansion via citizens:
We're much better off concentrating in one direction for now and then going back and expanding in another.
The Celtic lands are currently an active war zone. East is not.
At some point once many of our cities hit size 6 we will be better able to expand in multiple directions with them simulatiously, but not for aanother century or two.1st C3DG Term 7 Science Advisor 1st C3DG Term 8 Domestic Minister

I don't have any opinion about the techs but I think we should use our current legionaries and upgrade some of the older to push more on the celts. Conitnue with carthage too and buid Oracle and temple of artemis. I really hope you'll do your best to ease my reign after a century or two
