If the 3 Consuls advise the Emperor, then I suggest the elected Consuls at any point in time are the 3 names on the Roll immediately after the Emperor, since they are the 3 Sentate members whose turns will be immediately affected by the Emperor's actions. And therefore, one Consul changes every 3 turns.

Or perhaps (thinking out aloud here)....the Consuls should be made up of the previous Emperor (who essentially becomes an advisor after his term), together with the 2 names next on the Roll.

Hmm. That sounds interesting - how about this:

      1 consul: The previous emperor
1 consul: The next emperor (after the current one)
1 consul: Elected for a 30 turn seat; is not on the roll (or is a specified amount away, say 8 to 10 spots away at least)

That makes the consulship partially elected and partially a succession 'aid'.

I just feel there should be some degree of 'democracy' in the leadership

So who do we want for Consuls?

Democracy is to give power to the people. Succesive emperors doesn't seem very ellective. However, this is a game and we agreed to have anyone have a go at playing a few turns, which sounds fair. Moreover we're going to learn from each other by discussing game progress and giving advice to the one "in charge".
I still don't see the need for all the artifical extra layers of decission making. If someone wants to say something to the emperor, go ahead. If one feels to poll something, go ahead. If the senate has a majority ove a certain issue, the emperor is bound to it. And what the heck if something goes wrong? We learn and do better next time.

The need for Consuls is real, we are after all playing with the greatest Republic of ancient history so government needs to be shared to some degree, if not for historical reasons then at least for roleplay and a sense of sharing for all involved.

When you have played your five turns what will keep you constant and interested if you cant possibly get to play an important role again?

Elections for Consuls should be held, say every 20 years or as snoopy suggested 2 consuls who run for forty turns but staggered every 20.

There are after all many decisions to make every turn and it would be better for 3 minds to come together than only one, also the Consuls will be able to make shore the wishes of the senate are applied in the emporers final decisions and moves.

I also think that there should be the possibility to put on trial any senator Consul or Emporer who fails or disobeys the Senate, rather than any replaying of turns.

The failiure to achieve objectives or the loss of territory etc
