No Gamecube, the rule states that if you will be building a structure in the city, such as a Gem Specialty Shoppe that at least one labor must be from the city per turn that you are building the project. Thus, you can use your vassal to get it done faster maybe, but you must also bid on city labor...What about the free labor from my sla... vassal?
