We have an extra gem we are not currently using. Should we trade it with another Civ to get one extra luxury ourselves?
I think it would be a good idea: we can arrange a deal with the Romans: they give ivory, and in return we give gems +8 gpt.
It may look expansive at first, but I think it is worth it. This luxury should allow us to free 12 specialists to give them a more productive job instead. I didn't do the calculations (and I didn't make the deal to "test" how much it would bring), but I think we can easily get a return money-wise, in this GA period, and it will be definitely worth it shield- and food-wise.
If we are not interested by the Romans, the Babs are slightly more expansive: they offer spices for gems +10 gpt.
