        Message for the RG's, TONIGHT (GMT) I'll update the provincial section of my Ministry.

        This term I want a strong central coordination of the production. Please implrement these orders or I'll have to change (veto) your orders.

        It is my primary goal to build up a strong army, defensiuve as well as offensive and a very strong Naval force in case we need to attack countries that oppose us for getting an Apolytonian Secrertary General.

        I also find it important to complete all basic builings (temple, barracks, marketplace, library, etc) in cities that don't have them.

        In addition to this I want to go for further industrialization of the unindustralized parts of our country, for instance Upper and Lower Germany.

            The General Domestic Policy of Term 10

            The General Domestic Policy of Term 10:

            Most of the public works (PW) is already done. If you want some public work to be done, you have to request such in your orders.

            I want to concentrate on:
            1. essential buildings for a strong military such like barracks and harbors if they are not yet built;
            2. re-build up and strengthening of the citydefences;
            3. builing a stronger offensive military, including a strong Apolitonian Navy;
            4. builing hospitals to let the cities grow;
            5. builing luxury-improvements such like temples, colosseums, cathedrals and other buildings that make people happy.

            Orders per Province

            Old France
            All civil buildings that have not completed withing 2 turns have to be ceased. Concentrate on producing tanks and bombers.
            Let Macross city complete it's airport.
            Former Roman cities are an exception to this order: continue building up the basic improvements such as libraries, marketplaces, harbors, etc. You are free to choose in what order you want to build these.

            Old Persia
            Change production from civil buildings to military production: coastal cities have to build battleships, inland cities should build tanks in first place, bombers are secondary. Build before 1450 at least 5 infantry units.
            Al civil builings that are not completed within 1 turn have to be ceased and production has to be changed to to military production.
            Finish the airport in the Forbidden city

            Classical Apolyton
            Cease all civil building that are not completed within 2 turns. Concentrate production on building Infantry.
            Change production of Apolyton to Airport.

            Upper Apolyton
            Cease all civil buildings/workers that are not completed within 2 turns. Police Sations are an exception to the rule. Concentrate on producing tanks and bombers. Build at least 5 infantry before 1450.

            Uber Isle
            Build barracks in every city that has not yet build one before you build/continue any other improvements.
            Build an Airport at Another Glorious City

            Upper Germany
            Complete all basic improvements like marketplaces, libraries, etc asap. Prepare the province for rapid industrialization. Factories have the highest priority after the basic improvements.

            Lower Germany

            I apologise for this strong central coordination with little flexibility, but I want to leave the nation with a strong army at the end of term 10 in case we fail to get a diplomatic victory.

              Note: Some cities have only one build item (like a Tank or Battleship). In these cities, just build the same unit as it was building previously. (You can get Civ3 to do this automatically in the game preferences menu.)

                Orders for Classical Aplolyton

                Most of the building in Classical Apolyton is done and the area is set and ready to start pumping out military units en mass. I would recomend the SMC look at these orders closely. DM Aidun said he wanted to adress the Apolytonian Navy. In these oders are 4 battle ships and 1 Aircraft Carrier. He also wanted the area to produce Infantry and offensive units. There are 19 Inf, 7 Tanks and 4 Artillery/Bombers (SMC will determine which we want). Please, SMC, look these over and give suggestions.

                "Q's" are written with the current build first.

                Exclusion of Col from most build "Q"-
                Building a Col in a city makes two unhappy people content. This will have almost no effect on the production/happiness of the cities except in one case. If Gotham switches to a Col in its current build, it should go into WLMWIAD and decrease waste by an additional 25%. This additional 25% should allow the city to build a Tank in 2 turns as opposed to 3. The only time I can forsee us needing Col in most of our cities would be if the UN Sec. General vote ends in a draw. If this happens, then production of Col would be needed to keep our people happy during the up comming long wars.
