NOTE: San Cortes is currently starving due to pollution on a hill, which reduces the harvest by 1 food. (Yes, it's that delicate; the city is in pretty bad terrain. ) If a worker could be moved there to clean it up, that would be good; if not, (the city is surrounded by foreign borders, so it could cause an incident) that's okay, the city is far from vital.
Also NOTE: Oak Ridge is now producing workers; feel free to integrate them in cities of your choosing.

I want to concentrate:
1. On essential buildings for a strong military such like barracks and harbors if they are not yet built These should be rushed if not yet built.
2. On builing hospitals to let the cities grow;
3. On builing up a stronger defensive military;
4. On builing luxury-improvements such like temples, colosseums, cathedrals and other buildings that make people happy;
5. On builing a stronger offensive military.


I use quite the same order for the rush requests as Joncnunn. Difference is the harbors

4. Libaries in cities where some of the tiles within the CR are within the cultural influence of another civ. (Example: portions of Nuremberg CR within the culutral influence of Brighton.)

6. Court Houses
7. Police Stations in cities without a Court House
8. Aquaducts
9. Hospitals
10. Police Stations in cities with a Court House

To the Supreme Military Commander:
Arnelos, Our citydefences are at a very low level as you know, please use any newly produced defensive units to strengthen our citydefences instead of using them for war.

Infantry Training Policy:

Hereby I appoint Muncie, The Forbidden City, Antioch, Here It Is, Timeline, Ghenghistown, Del Monte and Arbela as training cities for infantry. Infantry has the highest priority there. Any buildings that are not completed within 2 turns have to be be postponed and production has to change to infantry in order to get the citydefences at an acceptable level.

Polution:
- Use two native workers or four foreign workers to clean up polution north of The Forbidden City.
- Send 6 native workers or 2 native workers and 8 foreign workers to clean up the pollution SW of San Cortes.


Worker Integration Project:
Is finished.

Current pubicworks-workforce is 25 workers.

If any workers are captured in battle, they should be added to the publicworks-workforce and not be integrated: The newly conquered land needs to be build up.
