    Here is the thread where decisions from the Domestic Ministers are discussed. The RAs may put their decisions to debate as well if they want.

    Would this be a good place to discuss drafting?

    Seems to me we need a set thread for E_T and the Domestic Ministry team to discuss draft requests.

      1280 AD. Debatable points.

      3 points in my policies are debatable :

      - integrating French and American workers in cities when the need arises
      - optimizing public works to get size 20 cities, and no more
      - the plan to get wonders

      The integration of French and American workers
      I know slavery is a hot issue right now, and I don't want this thread to become one of the many pro / anti slavery threads (we have several of them already, and arguing on it here would drown other interesting material in a largely ideological discussion).
      My official stance as a minister on this issue will follow the majority of this poll.
      As emancipation gets the majority right now, I'll integrate the slaves who are less likely to revolt when integrated, i.e those whose Civ has been destroyed, French and Americans.
      If you want to discuss this very point (integrating French and Americans rather than other nationalities), please do so in this thread. But please avoid general discussion on the principle of slavery. Thank you for your understanding

      Optimizing Public Works to get size 20 cities, and no more
      Since specialists basically suck in Civ3, I gave worker orders to mine most of the tiles, so that cities will not have more than 20 pop (thus maximizing shield production)
      This point is debatable, so I'd gladly read your reactions about this. I'm also relatively inexperienced with pushing so much for mines (in most of my games, I irrigate much more, for the sheer pleasure of having extremely populated cities), so don't hesitate to give me advice.

      The plan to get Wonders
      The Senate has agreed to use our new leader to rush Universal Suffrage in Loveshack. I intend to use our 2 other Wonder-producing cities to get Theory of Evolution and Hoover Dam. The plan to do this is as follows :
      1280 AB
      - Switch Ghengistown to Military Academy (3 turns remaining)
      - Switch the Forbidden City to Palace (11 turns remaining)
      - Switch Loveshack to Universal Suffrage and rush it
      1285 AB
      - Switch Ghengistown to ToE (est. 5 turns remaining)
      - Wait for the discovery of Electronics to qwitch the Forbidden City to Hoover Dam.

      The debatable point is that we have reasonable changes to get another leader in our war against the Germans, which means we'd have lost all the time we waitied in Ghengistown. GhengisFarb suggested to change Ghengistown's production to hospital to let it grow faster.

        That was a couple hundred shields ago. At this point I almost agree with you, E_T, and Arnelos about keeping all our cities at size 12 and just building something else.

            The fabulous Culture-Flipping Exposed thread states that one of the factors that determine the chance for a cultural flip is:
            The number of foreign nationals in the city in question
            AFAIK this means all foreign nationals, not just Germans in our case. Unless I'm wrong, this means that joining slaves of any nationality to Howitzerville would be a very bad idea.

              Spiffpr I humbly request that you delay the joining of foreign workers until after the vote on my bill becomes obvious either way. The poll you used clearly showed that the majority of the people did not desire to have them join cities until all work was done.

                Umm, I don't think that you want to use Slaves for Howitzerville.

                I have to go and dig up the thread about Flipping, but one of the things is that number of your people in the city. Let me go and Dredge up that thread.

                  This is also the reason that I had Abandoned Hamburg, will have Stuttgrat moved and Might do the same to Frankfurt.

                  THis is also a reason that after a certain point, the AI just Razes a City and builds anew. Because the Programmers (i.e. Soren) knows the full mechanics behind this.

                    OK, I'll change my orders. I have actually chosen French slaves because we have no chance to declare war to France again (I'd have chosen American slaves if I had found them first), and I thought the number of "foreign nationals" in the simulation would only apply if they belonged to the rival culture, i.e if they were Germans.

                    I doubt that French and American population in howitzerville will have any bad influence on culture flipping, but I can't be sure. Out of prudence, I'll change my orders to integrate nationals.

                    Edit : Aggie, I'll integrate people in Howitzerville as per E_T's demand, since a pop 7 raises the defense bonus of a city, and How. can grow past pop 6 (being next to a lake).OTOH, if E_T considers we don't need this defense bonus in How., I won't integrate any worker there, wince the number of nationals doesn't apply in the culture flip formula

                      Godking : I will use automate on workers only when there is no improvement left to do. Automated workers will only railroad tiles outside of our city radiuses and clean pollution. I don't intend to let any initative to our workers except this.

                          *bump*

                          I just realized Napoleton has fallen through the cracks. No one's issued orders for it, and it isn't in the province list. Also, our four new cities (Brundisium, Howitzerville, Hannover, Heroe's Summit) need to be assigned RAs.

                          Not to be power hungry here, but I think all except Brundisium fall in my province of ol' Upper Poly. Should I start doing orders for them?

                            I asked during the 1295 Turn chat if Brundisium would fall under Old France, to which Spiffor said it would. And I provided complete orders for Brundisium for today's turn chat. So I'm looking after my region.

                              All cities we'll conquer from Germany (or we found on German ruins) will be under your juridiction until the end of the war. By this time, we might create a new Province for former Germany

                              Edit : btw, I forgot to do it sooner, but I would like to thank you all guys for the hard work you're doing. Without you, there would be no satisfying CP in the demogame this term. Kudos
