These foreign people don't really think, if we make them work and don't give them the chance to think of revolution there thoughts can be only on construction and innocent, and you say that we don't know what these people will do when there free, surely that should be something we're scared of, what foul acts could they do to our people.

Why not just pay them?

Paying them means that they are no slaves anymore, because slaves aren't paid for their work but are forced to work. When we start paying slaves they are just workers. If it was but so easy, we shouldn't have had such a long discussuion. No factorymanager wants to pay uneducated workers. To be educated, the slave has to become citizen of some city and study at our schools. The governor has to approve that, but if we can get the minister, for instance by bill, ordering the governor that he has to approve the education of the former slave, the problem is solved. This means that we first have to get to a bill to free the slaves.
Quite complicated.
