Maybe we should leave the names alone until the NewCon goes into affect. Then we might pass a Senate Bill or something to iron down how the names will be chosen.

Our Glorious empire is divided into Provinces (or regions or States, whatever you want to call them). A RA job is to govern one of these regions. Well not so much govern, but supervise. The RA will look closely at the cities in his province, and make suggestions to the MoCP about what he thinks should go on in those cities. He can suggest builds, "Q's", Work Force Allocations, PW issues and defensive measures. Under the current CoL, a RA really only has as much power as the CP is willing to give; meaning that all that the RA can do is make suggestions to the CP who is not required to follow them. Under the NewCon, I have made a proposition to change this and eliminate even the position of Deputy of CP under the Domestic Minister. So the decentralization might really work?!
I hope not the RA will grow to much local power as to
overule the senate's specific decisions in certain areas,
since they represent all countymen's votes.
If the senate decide by votation to build up culture in
a certain region, what happens then?

In the way I described the functioning of RA's and the DM in the NewCon, a vote to build culture in a certian area by the Senate, would make the DM (or a proactive RA) order the RA to build blah amount of culture in blah number of turns. If the RA of that region failed to comply with the wishes of the Senate, then it would be the DM job to impose some type of punishment to that RA. ie: limiting his powers by taking away PW rights or the DM taking over the "Q". I think you're choice looks like a good one - interesting stuff happening in the region, but not too much of a production centre to be controlled by military or wonder requirements, so you get to have some say in what gets built, plus culture issues etc.

I was thinking about going for Mingapulco because it's the production center of the empire and a powerhouse compared to the rest......but then I figured that until I'm more experienced with city planning (in regards to the way this game operates) then I should try for an area that is probably not sought after right now, an area that can use some work but won't cause too much problems. SO I think the Persian Highland (or) Lowlands is best for me.

Perhaps you could have RA-ship of the Mingapulco region, anyway?
If we have a RA in such a "production unit", that RA should
act accordingly to the democratic decisions and
administer the region according to plans made by the
government and accepted by the senate. In a demogame
that seems the most righteous option...
The amount of power a RA should have, should be no bigger
than the amount of power the central administration got.
It seems impossible to have local elections for
the people in a particular region. (since we are all here)

So he is not a people's representative and his decisions should

I'd still be interested in a RA job in Persia Minor or Major however, though I understand this is an appointed position (which really holds no power other than 'suggestion')....
