  • Budget Decree of 580 A.D.

    Due to the inordinate amount of requests on our funds this turnchat, I am being forced to impose some strict measures, as follow:

    1. Regarding the joint Foreign Ministry/ City Planner plan:
    Due to the necessity of this plan, which will obtain for us two techs, and at a much lower cost than if we simply bought them, the full amount will be awarded in the amount of 900 gold, to be taken from direct treasury funds or through per/turn deals, as needed.

    2. Regarding the SMC plan:
    Due to the promptness of the plan, and the desire to maintain our military despite peace time, the full amount is to be awarded in the amount of exactly 500 gold for the upgrading of 5 war chariots, to be taken straight out of the treasury.

    3. Regarding the City Planner plan:
    Due to the fact that the above plan #1 has been given to me as a join plan along with the Foreign Minister, and the fact that this request came last, it is impossible to meet the demands at this time. The 316 gold requested for various rushes during this turnchat will have to rollover to a later date.

    *NOTE: The treasury currently holds 316 gold, and we are making 167 gold per/turn. That means some haggling must be done between the Foreign Minister and the SMC in order to facilitate the upgrades and the technology deals. I suggest that the FM do as much of the deal in per/turn deals as in logical, and that the SMC delay his requests as late into the turnchat as possible.

    p.s. - next turnchat we are going to be in a sticky situation financially, so if possible it would help for all ministers to submit their requests for the following turnchat ASAP so that I can work out the conflicts and prevent this type of dilemma.

    What if I have an Emergency Rush that is needed?

    O.k., I'm still working on my orders, and edit them accordingly. One thing, If while I'm compileing the orders, I find that there is the need for an Emergency Rush? I'm currently going city by city and working from there, so I might find something that is of vitil need to rush (I don't think I will) but just incase, I might need something.

      No money is being transferred to the CP? Let me see if I get this straight: instead of rushing marketplaces and becoming independant we'll be continuing to import ivory at a great cost or use specialists to keep our cities out of disorder. That will have a devestating negative impact on Apolytonia's economy in the longer run.
      I fully support the transfer of funds to the FAM's office but I don't see why we have to spend so much money on the military during peace time. Come on, that's 500 gold for the next turnchat - 100 gold every turn! It's an outrageous sum of money.
      I ask our SMC to explain why his ministry needs so much money in such a hurry.

      Disclaimer: this is not any form of personal criticism against anyone. I am simply a concerned citizen who wants to know what our government is spending our hard-earned tax money on.

        There is no longer an emergency fund, as that budget was for during our switchover to Republic. However IF YOU ALL liked the emergency fund (I sort of did) maybe it can be re-instituted. However in this turnchat there will literally be no money available of any significant amount. If after the completion of the three plans there is some money left and an emergency arises, whatever little money there is, is of course at our president's disposal.

          Shiber: I understand your complaint I really do. I'll admit politics are deeply involved in this, but here is my main rationale: I do tend to lean towards development, and as such I am support this huge FM/CP plan to gain us these two vital techs. With banking we will be able to boost our economy a huge amount, and build Wall Street. Gunpowder is obviously important. So when the CP gave me a second set of requests today (the SMC made his requests before anyone else) I had already locked in on spending this (approximately 900 gold) amount for the FM and CP plan... basically meaning that giving the CP more rushes on top would be grossly favoring him.

            And where can someone who has been out of the loop all weekend find this joint plan, SMC plan, and seperate CP plan?

              The "Such a Deal" plan was brought to you from the FAM. I, who had proposed the deal and finalized the details of the deal, did that as part of my position as DFM for Trade. Granted, at the moment, I am acting CP and my budget request to Reddawg where from me in that position (I have two hats that I'm wearing here, but not at the same time).

              Just to clear up any confusion that may have come about from this.

                Unortho, the SMC plan was private messaged to me but I believe it's contained in Aggie's orders in the orders thread. The rest is as E_T said.

                  Shiber your question is an excellent one and the answer is the following. Currently we have 9 knights, they are distributed such 5 in the east 4 in the central at newyork/chiquita. 0 are based in the west. This makes us very vulnerable to an attack either by the french(unlikely) or the Greeks toward our western territories. The purpose of these upgrades is to give us a strong defense and additionally an offensive capability. We have seen greek movements near our borders and while i think an attack is unlikely I can not be sure. Yes we could wait for war to break out but if we do as we upgraded the AI would be building with its bonus and we could find ourselves in a desperate position. I did forgoe ANY upgrades last turnchat so I could conserve money for this, but am afraid to wait anylonger. When I prepare orders and plan I ask myself how would I respond if such and such should happened. Currently if attacked our strategy would be this attack with the knights based in the North central and hope macross and Here it is could hold out until forces arrived from the east(their withdraw and movement west raises a whole other issue of temping england). I don't like having Hope in my strategy I like the word will. After those knights are in macross we will have a force for a quick counter attack and if no enemy appeared we could along with the other forces from the Northcentral take what I call the Greek salient. With additional war time upgrades we would be even stronger, but I would wait for further upgrades. Right now war time upgrades would at the best allow us a defensive strike against an army approaching IF they were built in time. Remember with our budget it would be only 100 a turn. I know this seems much but as i said elsewhere I anticipate no further upgrades the following turnchat, so the Cp can build much as he did quite well last chat. Thank you for that question.

                    Aggie, I'm shocked & suprised! You forget, If the "Such a Deal" goes theough, you'll have more than WC's to upgrade, you'll have Pikemen to upgrade to (at 80 Lyton a pop) Musketmen, currently 21 and Spearmen too.

                        On the contrary ET I am vervy ware of all we need to upgrade after we get GP, still I do feel that some cp will be necessary. Hopefully the offensive units can keep us ok until we can build/upgrade where we need to. The good thing about defensive upgrades is that you can just upgrade in a city that is immediately in danger(2 from the border), and leave the rest. Yes in a perfect world I would love to upgrade all, but that wouldn't be fair to you at cp. One thing about the wc upgrades is this. When we upgrade wc it is becuase it has been determined a better use of our shields to make wc and then upgrade later than have a city tied down producing a knight, we come out far ahead in the bargain. We could in theory produce knights instead of wc, it would save money but be horrible on our production. Thats the trade off, do we spend money to upgrade wc to knights or do we create knights directly. Now for musketteer we can do this, make these units and move them to threatened cities, then the older units can be sent back to a rear city where they will almost certainly never be needed. so you see there is a solution to upgrading pikemen to musketeer. I would love to upgrade all but unfortunately we can't do it all, so the best option which I have chosen is to upgrade the offensive units and build defensive units later. Remember in this game the key is to make the fight be on enemy territory so with a good offensive force, we need few defensive units except for escort and in near border cities.

                          Reddawg, I need fundage to pay ET to build some workers. I currently need to build an additional 20 EGYPTIAN workers to meet ET's requests. Any foreign workers or workers build in cities from non-Egyptian nationalities are not included in this request.
