The proposed plan was that they would be forfeit if the owner missed a debt payment which would be turn 16.

So basically your saying im SOL because you are hiring all the labor from Termina and I cannot outbid you.

I never saw this in the rules, frankly. They only specified that you had to use local labor to build in that local city. Using your logic, you would have to designate which area your own vassals were in because they couldn't walk across all your land holdings, or I couldn't hire Kloreep's because his holdings are not within the same city radius.

That is under the Brewery building section of the rules.

Why would I read that I don't own a brewery.

Are you saying that is to apply to all buildings? If so, we should put it somewhere other than under breweries, and should list it as 'from any city with that BUILDING, not BREWERY, in it's radius.'

I want to play by the rules, I just don't understand all of them as I didn't write them.
