I hereby give full discretion to MWIA and any other minister available, along with OPD my deputy and president elect, to come up with a plan of creating a settler to occupy the former Munich site.

If White Bandits plan of transferring some workers to Uber Isle is a go, then instead of building workers in AGC go directly into construction of a settler.
