I need to know whether or not attacking with a 1 move unit after movement along a road causes reduction in attack strength (a la Civ2).

in civ2: you lost attacking points.
in Civ3: you do NOT!!!Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?
