try brinkster.com(general solution)...but if you are using php forget it, I have a web site there currently, plenty of room and no fee. You have to fill out some info, and then you get the site with no ads or anything like that.
angelfire and tripod.com are both decent , very reliable, if you have basic web pages with HTML & javascript. They have ads.
cfm-resources.com was one I found, great for coldfusion. I was using asp, it sucked for that and I switched to brinkster...their asp friendly. unsure if php is allowed on cfm.
otherwise, just plug in free web hosting in search engine and see what comes back

While the following statement will declassify what would otherwise be confidential information until an official press release publication, there appears to be some mass miscommunication on the plans for the "Civilization III Democracy Game" (C3DG) website from what I have been able to ascertain.
On Saturday, I emailed Sn00py -- the contact name I was given -- account information (FTP etc.) in affirmative response to the application for the "C3DG" website being hosted by Apolyton. The hosting application was filed by Ninot in late July.
To whom it may concern, please contact Sn00py and/or Ninot for more information. If the contact name(s) for the site are changing, especially in terms of those who would need remote (i.e. FTP) access to the site, please email me immediately.

Yes, that was the official site. I originally suggested then president Trip contact you after my thread in community. I suggested to Trip that he involve Gramphos and or Sn00py (?). I suggested Gramphos due to his already enjoying a position with the site.
The presidency passed to Ninot and he carried it forward. Unfortunately, Sn00py must be away for some reason or other, and then Siro's thread arrives.
AFAIK, the President is the only one who should be speaking for us as of this time. He is the the most obvious person of status and we have not polled this.
If anyone disagrees, they will certainly state so here.(\__/)
