  • Pre Poll Discussion: Provincial Governors

    This is a pre poll discussion for an amendment to the constitution that will create a new post, the Provincial Governor, and will replace two of them: Minister of Public Works, and City Planning. The Provincial Governor will control all of the cities, and units in his province, and will be responsible for their defense from barbarians, and sneak attacks, as well as for their upkeep. In a time of war the SMC may take control of military units though, and do with them as he sees fit. The actual provinces will be created by the President, and then ratified by a simple majority of the populace. The post of governor would be filled by an election. A provincial governor would be like any minister, with a term of one month, who must be elected by a plurality or majority of the people(whichever is in the constituion).

    So everyone can vote in the election of every governor? Then I suggest a small number of provinces.

      i dont think that we need anywhere near the 12 provinces that CFC has, epistax. if we manage the numbers...

        At this moment, I think that we need only about two governors. I don't see us needing more than half a dozen. That shouldn't be too much of a problem. It all depends on how much we expand, and where we expand. The post of Minister of Imperial Expansion would remain, in fact he would be a good choice to help advise the president on how provinces should work. Right now we only really have one. Once we take out France we could break into two though.

          The way things are looking for you all in Apolytonia, you may very well have quite a few provinces. I think you'll be suprised by all the territroy you may end up conquering.

            IMHO, there should be no Home Defence Reserve Units under the control of the Provincial Governor (only garrisons), even if they are stationned in his Province. And in all cases, the defense against sneak attacks must be considered globally, for the best use of the available forces, that is under the responsibility of the SMC.

            What do you mean by PG responbility for the upkeep ?

              I agree with th notion of giving governors full control of everything in their province unless that thing, unit or city, is needed for some national goal, and I also agree on general elections for governors for a two month term (I believe that all gov. jobs have a two month term, isn't that correct?).
