Not the most difficult thing, but must be as efficient and cheap as possible. To be considered are :
- Garrisons : to be kept at a minimum
- Reserves : to be established along the roads in view of reinforcing any city in the range of potential enemies in one turn by so many units and in two turns by so more units.
- Lookouts: Take advantage of mountains or hills to plant lookouts outside our borders.
- Roads: Before the discovery of Engineering, take care that rivers don?t slow down the movements of troops. Also, some new roads could shorten the travel of the reinforcements, and consequently reduce the amount of the reserves
- Barracks: Ideally any city on the front line should be able to provide healing to wounded units, or at least the next city accessible in one turn.
- Assignments: The units in the Home Defence Reserve must in no case be enrolled in the main Army before equivalent replacements have been provided or at least put in production.
The ROPs raise a specific difficulty; allowing military units to travel within our borders is quite disturbing. From a HD point of view, the question is: should we sign any of them at all?

, sounds good , now we only need to upgrade ones in a while , .....
. I've been pushing for more defending units in general, and I think that we'd be much stronger overall if we put a second spearman in each city, but I suppose we could work out a garrisoning system where stacks of units are left in between cities so they could protect either city should the need arise... don't have time right now, but I'll look at the savegame/some maps later and see if there's anything that jumps out.
