At one point last night, a full report was given and issued that turn 1050 was interrupted and that this is where the game would be stopped. I would like to know how the decision was made to play two more turns. Who was there? Why was the pubic not given notice, espcially after an OFFICIAL report stating that the chat was over and giving a report?

Actually, niether myself nor Spiffor said the turn was over publically. If you review the turnchat logs, I came back about 15 minutes after everyone was booted and told them in person the turnchat was over (via Apolyton chat).
Spiffor posted an update which read:
1050 BC
interruption due to technical constraints, just after the turn begun
I posted an update about half an hour later stating we had difficulties and that the chat was interrupted by a phone call. I never said it had ended in public, and niether did Spiffor.
After making this report, I came into 'Poly chat during the birthday celebration, and an overwhelming amount of people told me the turnchatters were still on IRC and wanted to play. Upon entering IRC chat there were was an astounding amount of members still present, still chatting about the game. Being encouraged to do so by an overwhelming majority, I began considering finishing our turnchat. I then gave any one member a chance to abort the chat, and even such members as Sir Ralph, Spiffor, and Epistax stated a desire to continue. So I did.
After finishing, I posted the rest of the story of what happened during the game, and a short time after (right about the time Ninot posted his WashingTON Address) I completed the move by move report in the current reports thread.

You stated that the turnchat was interrupted. You said the chat was interrupted by the phone AND that you lost power IN YOUR CURRENT EXECTIVE REPORT. Now, it is conveniently been editted away, so I cannot prove, but you and I both know. THE VERY POSTING OF THE CURRENT REPORT WOULD INDICATE THE TURN IS OVER. You may have never said "the turn is over", but it was most certainly implied! One who has a surplus of the unorthodox shall attain surpassing victories. - Sun Pin

It was in the second post, now it is edited gone. You want to play it this way, fine. I cannot prove it but I know what I read. I had to rewrite half the paper because of the additional turns. One who has a surplus of the unorthodox shall attain surpassing victories. - Sun Pin

We all greatly appreciate your hard work on the paper, Unorth, and I would never want to make that work harder, so I’m extremely sorry if that inconvenienced you, I really am.
But, look, what is in that report is all that was ever there. Come on UnOrthOdOx, you know me better than to call me a liar, I would hope. Everything you were saying about the storm and all that is still in the report, I never changed it. I didn’t “cover up evidence” or anything like that, I still feel you are making something out of nothing .
My report read like this after everyone got disconnected:
Our turnchat on Friday, July 26, proved to be riddled with problems and setbacks. For one, I had an old friend that I have not seen in years give me a call on the phone, and I talked with him for quite some time. Shortly after finishing our 2rd turn, many in the IRC were dropped, and a powerful thunderstorm near my house knocked out the power. Indeed, even as I write this report my power has failed again, and I apologize for the delay in this update’s arrival.

The above shows at least to me, that the turn was OVER. There was stuff after that refering to playing two turns, and only two turns as well, THAT is what is conveniently edited away. Something like yep, we only played two turns.
I am more upset that for the first time, I COULD have made a chat, I specifically delayed other plans to MAKE the chat after seeing it was having difficulty while I was at work, rushing home I found the report posted. A Report that, while there is nothing that officially states this, has been historically posted AFTER a chat is OVER. You LEFT the chat, posted a report, then LATER decided to restart the thing. While there is nothing legally binding that says you cannot do it this way, it was irresponsible, and not a good way to run things in the future. I am disappointed in how BOTH the last two chats have been handled. One made last minute, another immediately following, leaving no room for public discussion in between and conluded in this debacle of information flow to the public.
And that current report thread is getting confusing to follow. Can't you guys just keep the last two reports on top and leave all the old ones either in order, or out all together? Not to mention some info could be added. What city made what, why was the Babylon wonder never reported or did I just miss that one when it happened? One who has a surplus of the unorthodox shall attain surpassing victories. - Sun Pin
