We should NOT attack Fragrant Valley. If we do, and we defeat its lone warrior defender, we will auto-raze it. Then another civ, very possibly Greece, will plant a city there. Let the Americans keep it. Think of them as a place-holder: we'll take it on the second America war. I'd rather face American spearmen (their nation already crippled by one pruning war) than Greek hoplites. It will be ours eventually. And by the time we do take it, we will have enough presence and infrastructure nearby to keep it.
