Yes, but you must factor in newbies whom simply forgot to register within the citizen list, etc etc...

However, the number is indeed shocking and we must pass the reforms nesisary to prevent this from happening in the future.

Ah well then, ignore my list. Did it all manually, so....

But still, that's a very high number, and again we need to do something to prevent it from happening in the future.
