Stability is top prioity in my opinion. If shown weakness, civs will exploit us, if shown strength, civs will be against us.
Breaking treaties to me is a serious thing, it can be the difference between losing and winning. So I will often demand careful consideration towards all reasons for going to war, before breaking any peace treaty.
