Why not Warrior Code?

We've got an exploring warrior. He can find Paris. We don't need to declare war on the French until we find it.

I would rather work towards republic and all the techs it takes to get their than research military techs. But if we must research military Warrior Code is the tech of choice as there is little chance of finding horses.
