I propose that the military advisor be allowed to manage conquered cities for 10 turns (# of turns negotiable). this would allow him to replenish his army after the attack, control the resistance, and successfully defend it without the annoyances of anti-war propagandists.

Well lots of times in conquered cities corruption is so bad you cant build anything, you just move in defensive units built elsewhere and might as well let the domestic advisor build a temple or library or courthouse or something.
