The people should of course bee able to change the the constitution, but they must have a definite majority (2/3) to do it, it represents the real world best... it IS how most real democracies work and if we are going to change that then we may not call this the civ3 democracy game anymore...

...the people only vote directly on those things the legislature decides to hold referenda on, and then they can come and make another law without going directly to the people overturning the referendum results...
My new slogan is "Don't change democracy!!!
