Essentially, it gives citizens more of achance to be a part of the game. The game is played by the president while he is in a chat room with everyone who can attend, and he consults his advisors for what to do when things that haven't been prepared for in the forums arise. I don't know, 3-5 GMT would be too early for most people in America on workdays. Maybe 11 GMT? I hope that's not too late for the Europeans. AS the game progresses and the turns get longer turnchats get really long, so people may need to be prepared to stay up pretty late anyway. At CFC we're in the industrial age, and turn chats run from 12 GMT until appoximately 4-5 GMT, typically. If it comes down to two times that aren't too close to each other, I think we'll have to give priority to the president first, the cabinet second and the rest of the citizens third, once the officials are actually elected, that is. Ideally, every minister's deputy will be on the other side of the globe, ensuring that at least one person from each department makes it.
