    I think the real choice is between Monarchy in 40 turns and science competely off. (Depends upon how many civs we are now in contact with)

    Most AIs are likely to go to Literature before Monarchy, but after Literature is discovered, most AIs will proceed to Monarchy (assuming that they have all prereqs to Monarchy.)

          Monarchy - on deity you have a better chance of researching it first and being able tho whore it around to all teh AI civs.
