Well, the President's computer runs the game he's playing.
More seriously - normally in these type of games, either the President or the Vice-Presidents actually play the turns.
When they do this during turnchats, you can "play along" since all actions are reported in the chat. It's always nice to spot things that the government doesn't :-)
In this game, our Foreign Minister also plays sometimes, but only to conduct trades. He usually does not do this during a chat.
Does this answer your Q?Greatest moments in cat:

Nope. MWIA was first term prez, and as he is a mod for a subforum of this one, he kept the mod powers. The prez also gets mod powers, for this forum only, and they can do simple things like top threads, erase posts, etc etc. But be warned - abuse of the POWER is not tolerated by the GoDz - MarkG and DanQ, and their faithful servent, Ming.
Actually, the ministers run the game more than the prez. They set up the orders. The prez just follows what they say. Only in case of something comming up in the middle of a chat does the prez get to make "executive decisions". In case of an emergency (like someone declairing war the same turn they show up with 50 ICBM's - ok, slight exageration) the prez should stop the game for discussion.
Thats about it. does this help?If you're interested in participating in the first Civ 5 Community Game then please visit: http://www.weplayciv.com/forums/forum.php

I'm not sure I follow either... if you want threads topped and stuff then ask me or GodKing (or whoever is President at the time). If you want changes made to the game, how we play etc, don;t ask one person - post a thread or poll, as we are a Democracy and decide these things with polls.
If you just want help with something in specifc, just ask anyone here.
