Use the in game naming system.
Then, if a minister suggests a name, let there be a poll to have it approved.
At that point, change the name.
Only allow ministers to select a name (one each, per term, with no cary overs, etc). This gives the ministers some recognition for their time. Also, it is not a requirement thay have to submit a name, and nobody is stopping them from asking the public for suggestions. It is the DM responsibility to do and organize.

I voted option 1 as that was the closest to this idea, but should have said 4 as it really is an Other...

Yes it is my job to organize.

Judging from the opinion poll here, and from various suggestions, I have decided on this format FOR THIS TERM, (ie, any future DM can handle it as they see fit):

I will take requests from Ministers FIRST, starting with the President and VP. Each suggested name will enter a confirmation poll, but it will take 2/3 public voting to overturn a Minister's name suggestion. If a Minister does not want to name a city (yours truly) that city will be named by the public. This should prevent any names the people absolutely HATE, but still honor the ministers for their time.

When all ministers have named a city, I am currently debating whether to go to assistants next, or save cities so that later administrations will have some to name. Suggestions there?

I voted for option 1; I didn't get to naming a city myself in the last game.

Personally - I like the Viking/Scandinavian names the game provides. I say stick with them. Let's stick to the Viking theme.

                    And what about plastical fruits?
Now serious , I voted on 2, it is cooler IMVHO, we allow more people to give ideas, avoiding some weird - named cities like some cities of the first Civ3DG . And 3 is way too randomic, we need to have the flexibility to name cities after weird terrain features if we want!

If we are not going to use the Viking names - then I change my vote to #3 - the dejon proposal as well.
