Go with the classics, man. Caesar is the best, by FAR! Militaristic is very important so you can actually get leaders!
Commercial is necessary for large empires. Military to win cities, commercial to hold them
Ya, Rome is the best. Greece is also good with their hoplites. Defended in a large city, they can beat immortals, and immortals do lack defence.
The legion is just more useful in most situations. Although the samurai has to be the best UU, Japan doesn't have commercial
The Chinese rider becomes obsolete by cavalry too quickly. Actually, the Russian cossack is most useful for the longest period of time. Cavalry and artillery can beat infantry if u knock them down to 1 hp.
But Rome is just the easiest, and most balanced, civ to play as. They had to give it to the greatest civ ever, of course.
As for attributes, here is how i rate them.
#1 Commercial- large empires, less corruption
#2 Militaristic- leaders can actually appear!
#3 Expansionist- well, at least on a Pangaea or if u land in Asia
#4 Religious- I find Republic to be flexible enough for anything, early temples are won by whip
#5 Industrious- workers are so cheap, i only find this useful very early. And expansionist is more important then.
#6- Hmm... Anything left? Oh ya, scientific is useless
If u can handle a small but well microed empire, Japan would be very good on an island map when a large country would be hard to maintain.
Commercial and Expansionist become useless on an Archipelago, Religious and Militaristic are balanced well on any map. I like Rome since i like big empires, of course.
As for UUs, the Panzer is my 2nd favorite. I like it when my tank can move as fast as a horse Unfortunately, Artillery will fry tanks, so the samurai stays #1. The legion is good, buy war isn't the 1st thing you think of when you expand so often so early.
I like units that are going to be used when you aren't expanding or anything. The samurai is medieval and the Panzer is used much after the land rush. I pick Rome for it's attributes, not just the UU.
So, here is how i see the civs on a random map.
Rome
Greece
England (they can get HUGE if u not on an island, and if u are, well, there is the man-o-war )
Japan ( on small maps )
Germany ( same as Japan )
BTW the Aztec is NOT that good! The Jag warrior doesn't float as another attribute, expansionist countries get bigger rewards for exploring. The Jag can scout, but it can't get techs or $ from huts like expansionists can! Unless u are really lucky, i wouldn't go with Jag scouting.
