Periods of ExtraCivs UU

I had an observation about the unique units that have been proposed for the extra civs. They seem to mainly concentrate in the ancient/middle ages. Shouldn't each Civ have a choice from each of the four ages? I understand that for some Civs that would be impossible, but I would like to see a few considered for industrial/modern ages.
