My bet is India. It seems that Firaxis use a chronological order for their weekly Civs. Babylonians(sumerians) was dated back almost 4000BC, Egyptians 3000BC, Greeks(with inclusion of Minoans) 2000BC, Chinese 1800BC. Indian civilization appeared around the same time as Chinese so they should be next.

But then there would be a chance of modern units being released to the general public. And it appears that Firaxis is not revealing anything about that yet. Maybe a week or two before release or maybe just keeping it a secret for the actual release.
