    culture: religious/commercial (Indians)

    population: religious/industrious (Egyptians)

    happiness: religious/industrious (Egyptians)

    infrastructure: industrious/commercial (French)

    production: industrious/scientific (Chinese)

    diplomatic ability: same as culture, no?

    ICS Strategies: expansionist/militaristic (Zulus)

    OCC Strategies: scientific/commercial (Greeks)

    Perfectionist Strategies: industrious/commercial (French)

    Isolationist Strategies: commercial/scientific (Greeks)

                uh-uh.

                Maybe expansionist/industrious or expansionist/commercial would be better, though, since the extra production or trade gained in each city-centre square becomes more important as you have many small cities.

                  Yup. But since science always is an important matter, the small cities really need a boost while there non-productive and petty. Personally, I always turn science up to highest level just w/out getting a negative income until they grow to sizes of 4-5 or swapping to Republic (depends on which level I play).

                  Since I always play this tactic in the beginning (it's the best, IMHO), my favourite default civ will most likely be the Russians (expansion, science).

                    population: expansionist-industrious

                    happiness: religious-commercial

                    infrastructure: industrious-commercial

                    production: industrious-commerical (how's this different from infrastructure?)

                    diplomatic ability: same as culture, I guess

                    ICS Strategies: industrious-commercial

                    OCC Strategies: expansionist-militaristic

                    Perfectionist Strategies: industrious-scientific

                    Isolationist Strategies: commercial-industrious
