Nope - that's not quite right. By the time the Romans got there, the Greeks had been playing for hundreds of years already. They were one of the original players and the day-in-day-out concentration on military, culture and economics had just gotten too much. They were burnt out with the game, real life got busy, and they went off to give Rise of Nations a try. The Romans just occupied empty space.
