Has the spy mission cost been re-worked from PTW to C3C? It has been so long since I did any other missions besides 'embassy and plant spies' - that I no longer know.

If it is still he same as PTW - would not a chnage to the AU MOD spy mission cost of PTW - not be a simple solution - at least for now?

The costs in the editor are the same as in PTW although that doesn't mean the actual costs are the same. The only change the AU Mod for PTW made was to reduce the cost of initiate propaganda by half.

I don't know if anyone will try and make a case for that change. So far the only use I've found for initiate propaganda is to target a city owned by a weak civ behind in culture, far from it's capital and that has a resource you want if it's in danger of being taken by an AI you don't want to go to war with. That doesn't happen every game.

Incidentally, I've just looked at possible formulae for the cost of investigate city and steal tech and found that you may be able to calculate how many techs a rival civ has.

I realize now that this was a modification that I made to the AU MOD based on another mod. It had basically cut the cost of all diplo/spy missions in half. The idea being to indusce players to use these options more by reducing the cost, which as they stand now are prohibitive.
