Ah… gold cap strategy… never tried it. What about using the 2nd set to start a mine before founding the capital? Since you intend to pop out a set relatively quickly... maybe you'd need to have both settlers mine for a bit before founding, since it will take 15 turns. Then again, perhaps that would defeat the purpose.
