Another advantage (i.e. besides incremental buying) of building caravans instead of working directly on a wonder, is the increased flexibility that it allows:
- Barbs popping out of the wilderness or from the sea?
Switch to a two-move unit and take them out (or maybe a defender). 
- Enemy units closing in? Switch to a diplo/horse/extra defender and relax.
