Andromeda, you can only win by killing or outspacing. Your "diplomatic reputation" has no meaning if there is no one to diplome with.

By the way, are the assumptions of a "he/him" correct? I seem to recall Andromeda was a woman.

They stubbornly insist on being Enthusiastic, won't listen to my emissary (who is trying to insult them), and are turning the blind eye to my cavalry, hoofing all over their pastures !

What can I do ? At this stage I've no interest in a military/spy assault, which would be over anyway in 1-2 turns.
Just keep trying to annoy. Sit your trespassers down on their best shield producing squares. Use your units to block the path of theirs. On the occasions they will talk to you demand that they withdraw their troops (even though they don't have any in your territory) and, while they are only Enthusiastic or worse, ask to exchange maps - at that level they refuse and each refusal puts a (small) dint in the cordiality of relations.

I also suspect it helps them to be jealous (and eventually to attack) if you have a large treasury when you talk to them.

Another technique which I think works is to place a weak unit or two in exposed positions i.e. next to stronger Indian units (not, however, nil defence units). I believe this has the effect of tempting a sneak attack.

For another day, the Indians are one of the civilized civs and hate you less. With this spotless rep hang up of yours, it might be better not to leave this sort of civ to last. It takes much less to rile, say, the Mongols.

          Andromeda,

As EOL suggested, found a city really close to theirs. You can use spys to get past Indian ZOC.

Once you found the city leave it empty. Very tempting...
