Here's a question about end-game strategy, in a game I'm finishing right now:
I'm playing at warlord level, 7 empires (six are left), raging hoards, large map, and am currently a fundamentalist government. I'm probably 15 turns from the end of the game (space race ending); I've conquored every land mass on which I have cities, and thus have a reasonably large war machine, though it would have to cross an ocean to be of any more use. I'm technically at war with two empires, but they're too weak to be a concern. Now, the question: in the last 10-15 turns, would you (a) improve happiness as best you could while continuing sacking the cities of your enemies, or (b) switch back to democracy, use your UN to make peace, and jack up your happiness levels, or (c) do something else altogether? It may help to know that no one's built the Manhattan Project or even has the tech to do so, and no one's likely to before the game ends.
I'll be done with the game before I read replies, and may even play it both ways; I'd be curious to hear what others think, though, and why. TIA.
