In response to the Dutch request to stop delivering caras deity agreed to land no more caras on Dutchland until balance of trade was achieved as perceived by atawa the grate... BUT, deity did require that the caras ALREADY IN Dutchland be delivered to their destinations. So, despite the absurdity of the request THE DEITIANS immmediately stopped sending caras.
This was the agreement as understood by deity the great...
Firstly the Dutch request ignores the fact that trade benefits both nations and secondly, despite this, THE DEITIANS actually agreed to limit trade. It's a bit easier for the Dutch Republic to just ASK for trade to stop than to go into revolt and start attacking DEITIAN caras.
But as soon as the two remaining DEITIAN caras were delivered the Dutch announced war! Clearly that nation is looking for the flimsiest of triggers to go to war.

BTW atawa, I think in this no alliance game you have to revolt if the Senate does not allow an attack. Same applies to me if I attack before you actually declare war in the game engine.

There is a difference between a request and an agreement:
deity proposed that no more caras would be delivered (ie offloaded) to Dutchland (an island) but that the ones already there would be delivered to their destination cities.
deity thought this was agreed by the Dutch; just as they thought their request had been agreed to... misunderstanding
BUT, the Dutch want war regardless, that is clear...
so be it
