That's the problem. It's very hard to prove. About the only way is to save every turn and, later, minutely examine the player's turns, looking for developments within the player's Civ that couldn't be achieved via normal rules means. As I say, it's very hard.
The riot factor adjustment, though, as practised by Eyes, can be detected by opening the player's Civ yourself. The player's Civ (based on an adjusted rules.txt) will be read by your own (unadjusted) rules.txt and the discrepancies will be revealed in a flash.

i can prove it real easy..............eyes told me. well really i figured it out and then he admited to changeing the rules.txt. this was some time ago, thing is that i dont save my conversations with other people to post on the forums. i feel that is a private conversation. but one way to figure out if the rules are changed is to leave your rules normal, go back and load the game when you are done. if everything goes into disorder that wasnt in disorder before than either the amount of disorder is changed or the amount of city disorder is changed or both.

Im here to play civ. Screw all of this political BS. Give me a game of civ with good players, that are more than just robots, and im having fun. I bet everyone else is too.
