Should players be allowed to build cities on Mountain hexes?
I would consider La Paz, Bolivia a city built on a mountain hex. Population 713,000 (1997) metro 1.2 million, elevation 3630 meters (11,910 feet). Administrative capital and largest city in that country.
The city itself is actually in a valley, with a nearby plateau another 1400 feet up and nearby peaks extending over 20,000 feet. A third of the area of the country is above 10,000 ft. Over half of Bolivia's population lives at those heights. If you're looking for a nearby special square, add Lake Titicaca at 12,500 ft.
In short, if I was designing a historic scenario, both La Paz and it's Incan predecessor Tiahuanaco would be in a mountain hex. No second choice comes close.
You might've fallen for it, methinks, Ming. The Horse, as we all know, moves in immensely mysterious ways.
