Yes, this is assuming you have a defender fortified in said city. It's good practice to provide your settler an escort while building a new city, then there is no delay.

I've played civ 2 till i beat it in Diety as soon as i got it, and then stopped playing it for a while.

When i started playing again, i got my ass kicked at diety, so i started at warlord, beat it fast, then at king, and progressed up to Diety again. After a while, i got fed up again and also of scenarios, so i stopped playing it.

Now i play it at king, in which i conquer the world by the 1950s, taking in account i alrady have all my cities perfectly done by then. (like, hills and shield grass, with all improvements)

With however the eventual game in Emperor or Diety in which i manage tu survive till they nuke me or i get fed up at AI cheating just too much.

Diety is fun,it only is a pain the AI cheat's so much, especially those wonderturbobuilds are annoying.

I play the original game at deity, but lose far more often than I win ( i tend to prefer a perfectionist style, and im neither the most advanced strategist nor best micromanager)

Lately i usually play scenarios. Typically I'll play the first time at emperor or even king, till Ive become familiar with it.

i play deity raging hordes........ those are prefered settings of course......whether its mp or sp.

i will play king games of MP but with barbs set on villages which is too common it becomes a settler spitting competition.

the worst is when barbs spawn from the same spots thus negating your chances of expnsion.....i find this frustrating to the point where i would rather sacrifice an early city then spend the next two millenium strolling around the pesky buggers.

Barbs are like huts.... they greatly unbalance the game...... but the rewards can be worth it.

Mind you there is nothing worse then getting almost every tech to invention and still waiting 28 turns for Monarchy

            ah well......

I never play anything but Deity raging hordes because I think it's boring when you are totally supreme (and that happens sooner or later in Deity game, anyway)

I think there should be much harder levels!

Why don't you try the Diety+ levels? then
there are some threads around here that explain how it is done.
