    what you do is go into rules.txt and set "# of food each citizen eats per turn" to 3.

    this makes it dang hard to have any growth. under despotism, you have the free city square (2) and maybe a grassland (2). that leaves 1 left over for growth. if you get another piece of grassland for a second citizen, growth then stagnates until you get out of despotism.

    max city size becomes around 27 in the modern age.

    of course, this would make ICS even more powerful than ever.

    I would be curious to see how the AI plays under these circumstances.

    It would be a major challenge to not do ICS in such a game.

    I suspect that the goal of such a game would not be to beat the AI, but to gather enough resources to win at all.

    combined with deity+ levels should make it very interesting.

    But...why?

    I don't like messing with the game mechanics very much. After all, most games were designed to be very finely balanced, from hours of work from people.

    I think I'll pass...
    My warrior beat a fortified musketeer behind city walls in a city located on a mountain!!! W00t! If only the other 32 warriors had the same luck...
