    In a scenario I recently played it differently as the same civ three times, the AI has done exactly the same thing.

    The Portugese never founded many cities, but the cities they did found were always in the same corner with one far-strung colony.

    The English always founded a group of 5 colonial cities with railroads in the same place.

    The French always struck out with one lone city at a time, but were always the second most powerful.

    Does this happen often?

    Check out the characteristics for the AI civs. The characteristics will determine their stratagy. An expansionist will build more cities. A militeristic will build more troops. So I don't find it strange that multiple starts with the same civs will yield similar results. Random acts could modify it but I doubt it would change it drastically.

      Yes, they have personalities, but the cities are built in exactly the same places as in the last game!
