I see this is valid for despotism and republic only (you can divide 16 by 4 or 8). For monarchy and democracy this don't work.
The problem is that CivManager can't simply look in the computer memory or .sav file - this would be illegal in this case. You have to start with the information provided by Civ2.
In deity there is a problem with celebrating some odd sized-cities. This is caused by the fact that only CitySize*2 luxuries work.
Next paragraph is valid not only for deity:
Take an odd-sized city, for example 5-sized. So max. 10 luxuries will work.
If a city has the first citizen unhappy (next U), then 2 citizen will be turned happy and the 3rd one will be turned content only. The city will not celebrate unless it can turn the 3rd citizen happy some other way: HG, Cure for Cancer, Palace or Courthouse (Democracy only).
If a city has the first citizen happy (next H), then 3 citizen will be turned happy and city will celebrate from luxuries only.
If a city has the first citizen very unhappy (next VU), again 3 citizen will be turned happy due to the Black Hat bug and city will celebrate from luxuries only.
(First citizen H-U-VU: I mean in accordance with the first line in happiness analysis in city window, i.e. before any adjustment)
Now let us suppose we are in deity and Republic. The post about UDNC (in this thread) explains what will happen:
If you have up to 8 cities all cities have the first citizen H. No problem with celebrating.
If you have 9 cities some cities may have the first citizen U: these cities cannot celebrate through an odd size.
If you have 12 cities approx. a half of cities have the first citizen U: these cities cannot celebrate through an odd size.
If you have 16 cities every city has the first citizen U: no celebrating through an odd size.
If you have 17 cities some cities may have the first citizen VU: only these cities can celebrate through an odd size.
If you have 20 cities approx. a half of cities have the first citizen U, the other half VU: VU cities can celebrate through an odd size.
If you at least 24 cities every city has the first citizen VU: no problem with celebrating.

It must be, since it affects the numbers of cities allowed before first person unhappy appears. Those numbers are for standard and small maps IIRC.
